was established by the Presidential Executive Order On Measures to Counter Terrorism of February 15, 2006. The chairperson of the National Anti-Terrorism Committee is the director of the Russian Federal Security Service.
The NAC coordinates counterterrorism activities by federal and regional executive authorities and prepares corresponding suggestions for the President.
The Committee also develops measures to counter terrorism and eliminate its underlying causes, participates in international cooperation efforts in this area, and resolves other tasks under Russian counter-terrorism laws.
Anti-terrorism committees have been established in Russia’s federal constituent entities. They are headed by senior officials (heads of supreme executive state government bodies) of Russia’s federal constituent entities.
A Federal Operations Centre responsible for planning the use of force and managing counterterrorism operations has been established as part of the NAC, with regional operations centres created in all Russian federal constituent entities.
