The document stipulates active cooperation between the parties in promoting and protecting children’s rights, freedoms and legitimate interests, including prevention of child neglect and juvenile crime, detection and suppression of crimes and administrative offenses committed by or against minors.
As stressed by Pavel Astakhov, one of the most important areas of cooperation is to find missing children. The Commissioner also considers it necessary to improve Russian legislation in the sphere of protecting children's rights, particularly with regard to production and distribution of child pornography.
According to the Interior Minister, more and more such serious crimes against children are committed as child abuse, kidnapping of minors, production and distribution of child pornography.
Thus, in 2011, the total number of crimes committed against children was about 90,000, including 17,900 grave and very grave crimes, while over 49,300 crimes against minors involved violence.
