The draft law was prepared by the Government of the Russian Federation.
The amendments provide for the consolidation on a permanent basis of powers granted to Rosatom State Corporation during a transition period. These powers include the powers of chief administrator and recipient of budgetary funds, state customer for state programmes in defence and security, long-term targeted programmes, intergovernmental programmes, and a targeted federal investment programme.
To regulate certain aspects of legal status and activities of state enterprises comprising the Russian Federation’s nuclear weapons complex, the Federal Law introduces the concept of a “federal nuclear organisation”.
The draft law provides that the status of a federal nuclear organisation and the respective term will be assigned by the President of the Russian Federation. It falls within the President’s competences to define the specific features of a federal nuclear organisation’s activities.
The draft law clarifies the Corporation’s activities with regard to work to support basic and critical technologies, as well as work during all stages of the life cycle of nuclear weapons, nuclear explosives and military-type nuclear installations, in order to implement the Comprehensive Nuclear-Test-Ban Treaty and in accordance with Presidential Executive Order of July 7, 2011 On Approving Priority Development Areas in Science, Technology and Engineering in the Russian Federation and the List of Critical Technologies in the Russian Federation.
Corresponding amendments will be made to certain legislative acts of the Russian Federation.
