The Agreement and Protocol were signed in Bishkek on September 20, 2012.
The Agreement and Protocol were signed with the aim of strengthening Russia’s long-term military presence on the Kyrgyz Republic’s territory (for 20 years), as well as the legal regulation of issues pertaining to the presence of the unified Russian military base in the Kyrgyz Republic at an interstate level.
The Agreement is applicable to all Russian military facilities in the Kyrgyz Republic.
The annual rent payments for the Russian side’s use of land and Issyk-Kul Lake water area will be $4,502,495.
The Agreement is made for 15 years, commencing on January 29, 2017, with the option to automatically extend it for subsequent five-year intervals.
The Protocol, which applies temporarily from November 20, 2012, stipulates the applicability of previously signed Russian-Kyrgyzstani agreements regulating issues pertaining to the presence of Russian military units on Kyrgyzstan’s territory through January 29, 2017.
