The concept represents a system of views on the goals, tasks, principles and main directions of Russia’s state policy in the sphere of assisting international development, as well as on priorities and forms of technical, financial, humanitarian and other assistance aimed at ensuring sustainable socioeconomic development of states receiving such assistance, resolution of crises resulting from natural disasters, manmade disasters and other emergencies, as well as domestic and international conflicts.
The legal framework for Russia’s state policy in assisting international development is based on the Constitution of the Russian Federation, generally accepted principles and norms of international law, international agreements of the Russian Federation, the Budget Code and other regulations, the Strategy of National Security of the Russian Federation until 2020, Russia’s Foreign Policy Concept and resolutions of the President and the Russian Government on cooperation with international organisations and other states.
