To pay his deep respects to veterans of the Great Patriotic War and until corresponding international agreements are executed, the President resolved to establish as of May 1, 2014, a life-long monthly endowment for certain categories of Great Patriotic War veterans residing in Latvia, Lithuania and Estonia.
This primarily applies to disabled veterans and participants in the Great Patriotic War, former underage prisoners of concentration camps, ghettoes and other detention facilities created by the Nazis and their allies during World War II, to partisans and members of underground organisations operating during the Great Patriotic War on the temporarily occupied territories of the USSR; to intelligence and counterintelligence servicemen who were engaged in special missions during the Great Patriotic War, including operations in the enemy’s rear or on territories of other states; to various categories of servicemen who took part in combat operations to liquidate the nationalist underground movements on the territories of Ukraine, Belarus, Latvia, Lithuania and Estonia in the period between January 1, 1944 and December 31, 1951. Also covered by the Executive Order are widows and widowers of servicemen killed during the war with Finland, the Great Patriotic War and the Russo-Japanese war, and widows and widowers of disabled veterans and participants in the Great Patriotic War.
The Executive Order applies to individuals without citizenship, former citizens of the USSR residing in the Republic of Latvia with non-citizen passports issued by the corresponding agency of the Latvian Republic; individuals without citizenship, former citizens of the USSR residing in the Republic of Estonia with passports of aliens issued by the corresponding agency of the Republic of Estonia and citizens of Latvia, Lithuania and Estonia residing on the territories of these states.
The Government has received instructions to establish the funding sources and procedures required to implement the Executive Order, as well as the procedure for implementing the life-long monthly payment.
