Mr Putin said that the government had to strengthen executive discipline because 25% of presidential orders were not fulfilled on time, and some cabinet resolutions remained on paper. For instance, he mentioned that the government had failed to list high-priority target programmes and had not resolved the situation with housing certificates. The acting president called for the fastest possible assessment of progress in implementing decisions and proposed that this issue be discussed at a cabinet meeting in late February or early March.
The meeting also discussed different food policy issues, the development of mineral deposits and cultural cooperation with CIS countries.
