The resolution No. 365 by the Amur regional governor of June 23, 1999 on Russian citizens’ access to the shopping center in Heihe, China contradicts the agreements between the Russian and Chinese governments of February 17, 1998 and June 2, 1999 on the access of Russian citizens to a number of shopping centers located in border areas of China.
Since the resolution contradicts Articles 15, 71, and 72 of the Constitution of the Russian Federation as well as Russia’s international commitments, President Putin issued a decree suspending the Amur regional governor’s resolution and suggested that the governor should cancel it.
