The Federal Law is aimed at improving the legal regulation of plant quarantine, optimising functions and procedures pertaining to ensuring plant quarantine and phytosanitary quarantine supervision over the import of quarantined plant products to the Russian Federation, as well as optimising procedures pertaining to Russia’s fulfilment of its international commitments to meet phytosanitary requirements of importing countries.
The Federal Law contemplates bringing Russian legislation governing plant quarantine in line with international rules and Russia’s current system and structure of federal executive authorities, authorising individuals and legal entities to provide disinfection services with regard to quarantined plant products and items subject to quarantine, and conducting laboratory studies in the field of plant quarantine.
The Federal Law governs relations in the field of plant quarantine, including relations pertaining to state phytosanitary quarantine control (supervision), monitoring the phytosanitary quarantine state of Russian territory, providing phytosanitary quarantine security, Russia’s international cooperation in quarantining plants and responsibility for infractions in Russian legislation concerning plant quarantine.
From the day that the Federal Law enters into force (January 1, 2015), most of the provisions of the Federal Law of July 15, 2000 No. 99-FZ On Plant Quarantine will be declared to be no longer in force.
