The Federal Law clarifies the powers of the President and the Government in the defence area, as set forth in Federal Law No. 61-FZ On Defence of May 31, 1996.
In particular, under the new amendments, the President has the power to approve the state arms procurement programme, and the Government has the power to organise drafting and implementation of the state arms procurement programme and also to approve and organise implementation of the state programme for developing the defence industry.
