In accordance with a prior agreement, the four leaders continued their discussion of the Measures to Implement the Minsk Agreements, adopted by the Contact Group to facilitate peaceful settlement in southeastern Ukraine. Particular emphasis was placed on the need for strict observance by the parties to the conflict of the comprehensive ceasefire, which has already entered into force, and beginning the withdrawal of heavy weapons.
The discussion also focussed on the difficult situation in the area of Debaltsevo, as well as the OSCE mission’s role in the process of monitoring compliance with the silence regime.
The leaders agreed on the parameters of further joint work in the context of promoting the implementation of the Minsk Agreements.
