In order to effectively combat this evil the entire global community must join forces, first and foremost to establish cooperation between corresponding state agencies. In this connection, it is difficult to overestimate the timeliness and usefulness of your conference.
You are facing the task of preventing trans-boundary drug trafficking, joint training of skilled personnel and exchanging professional experience and operational information. Russia believes it necessary to stop the turnover of all types of drugs and is concerned over the relaxation of laws in some countries that could lead to the legalisation of the so-called light drugs.
I would like to stress that we attach special importance to strengthening the international legal base for anti-drug cooperation with the central coordinating role of the United Nations and its Commission on Narcotic Drugs.”
