The key goal of the Treaty is to protect the rights of children adopted to other countries. The Treaty is based on the principles and provisions of the United Nations Convention on the Rights of the Child of November 20, 1989, and the Hague Convention on Protection of Children and Cooperation in respect of Intercountry Adoption of May 29, 1993, signed by the Russian Federation on September 7, 2000.
The Treaty was signed in Moscow on November 6, 2008.
Its implementation will allow Russia to gain experience in legal control of international child adoption on a bilateral level, which experience can be subsequently used in relations between the Russian Federation and other nations.
