Instructions to the Russian Government concern increasing the amount of the Presidential Prize for strengthening the unity of the Russian nation to 5 million rubles, as well as supporting the development of popular ethno-cultural parks and ethno-cultural sites, including those in villages and small towns, as part of the Tourism and Hospitality Industry national project.
Other instructions to the Government and regional executive bodies concern various aspects of training for underage foreign nationals in Russia, including the exercising of their rights to education, additional language training to cover educational programmes, and the necessary psychological and pedagogical assistance in the processes of their training and social, language and cultural adaptation.
The Government and the Russian Academy of Sciences, with the participation of the Russian Historical Society and the Russian Military-Historical Society, were instructed to establish a national centre to study the history of the 1941–1945 Great Patriotic War in order to coordinate the research and educational activities of various organisations.
Instructions to the Interior Ministry are related to the assessment of the legal framework for extending the duration of stay in Russia for underage foreign nationals whose parents (or legal representatives) have the right to temporary stay or temporary and permanent residence in the Russian Federation, and the adoption of measures to eliminate the existing gaps.
The Federal Service for State Statistics and the Prosecutor-General’s Office were instructed to ensure compliance with the law, including with respect to citizens’ self-identification of their ethnicity and language, and the prevention of discrimination related to social, ethnic, language or religious identity during the 2021 Russian Census.
