The Government of the Russian Federation was instructed to take exhaustive measures on implementing the national goals and strategic tasks for Russia’s development, as per the President’s executive orders of May 7, 2018 and July 21, 2020; to endorse an integrated plan for reaching the national development goals through to 2024 and the planning period up to 2030 by including strategic initiatives on socio-economic development, and also to approve the strategies for the digital conversion of economic branches, the social sphere and state management with a view to reaching “digital maturity.”
Instructions for the Government also included regular monitoring of low-income groups of the population and taking additional social support measures if necessary; major repairs and renovation of general education schools; development of the LTE standard communication infrastructure in small residential areas and alongside motorways; and fulfilment of an integrated, comprehensive programme on upgrading public transport in the regions of the Russian Federation.
The Government was instructed to ensure the following: a change in the targets of the draft integral plan on reaching the national development goals of the Russian Federation through to 2024 and the planning period up to 2030 by creating an opportunity for an increase in the population as of year-end 2024 and reaching the expected life span of 75 years as of year-end 2025; adjustments in the poverty indicators while taking into account the positive dynamics in 2020, as well as additional measures on raising the average income of the population, including families with children.
According to the instructions, the Government, in cooperation with the regional executive authorities, must make preschool education accessible to all children under 3 before the end of 2023; conduct major repairs of over 7,300 general education facilities in 2022–2026 (including at least 3,000 buildings in 2022–2023); and ensure proper internet connections for schools (no less than 100 Mbit/s for schools in the cities, and no less than 50 Mbit/s for schools in villages and townships). They must also see to cooperation of the authorities and medical companies with the people for resolving the latter’s dissatisfaction with the lack of access and the poor quality of medical care; close as many unauthorised waste dumps as possible by the end of 2023 within the city boundaries that were included in the Clean Country federal project under the Ecology national project; and facilitate the implementation of the long-term programme to promote youth employment.
The Government, in cooperation with the Bank of Russia, was instructed to provide the opportunity to grant easy mortgage loans for the purchase (or construction) of individual housing based on standardised design.
The Ministry of Finance, in cooperation with the Ministry of Construction, Housing and Utilities, was instructed to provide for full federal budget allocations to fund the construction (rehabilitation) of sewage treatment facilities in the Republic of Buryatia.
Separate instructions and recommendations were given to the top ranking officials in the regions of the Russian Federation and the Russian Union of Industrialists and Entrepreneurs (RSPP).
The Presidential Executive Office was instructed to ensure regular analysis of the efforts to reach the targets in the national development goals and the progress in implementing measures to this end, including in the regions and federal districts of the Russian Federation.
