The Government of the Russian Federation has been instructed to index in 2022 and 2023 the pay of military personnel and law enforcement officers above the inflation rate; to allocate in 2022 budgetary money for the Russian regions to implement programmes for the elimination of dilapidated housing; and to upgrade, by 2025, Russian Post facilities located in rural areas and in hard-to-access areas.
The instructions to the Government also concern allocating additional money from the federal budget to the Russian regions to protect forests from wildfires and extending, until December 31, 2022, the ban on scheduled inspections for small businesses, except activities involving a high risk of harm to the life and health of citizens, as well as of the occurrence of natural and man-made emergencies.
In addition, the Government has been instructed to ensure the submission of legislative amendments aimed at more actively involving the public in drafting regional budgets.
The Russian Government together with Russian Post have been instructed to extend the list of services provided at post offices, including ensuring that citizens can pick up medicines and receive legal notifications as well as state and municipal services there.
The Government together with the Bank of Russia have been instructed to ensure the submission of legislative amendments aimed at protecting social benefits from being written off as part of enforcement proceedings, and also as part of fulfilling obligations under consumer loan agreements by citizens.
The United Russia party has been recommended to cooperate with the Government and regional executive bodies to implement the programme that is being developed to support youth employment, programmes for the development of labour markets and regional programmes to help people with disabilities find employment.
