The Government of the Russian Federation was instructed to oversee the drafting of a plan to prevent the spread of the new SARS-CoV-2 strain and protect the population from the coronavirus (COVID-19), with a focus on making tests and vaccines more effective; creating barriers to slow down the spread of infection; keeping healthcare infrastructure on alert; implementing methodological recommendations on treating COVID-19 patients in light of international experience; being ready to deploy additional vehicles, including ambulances; and hiring additional workers.
The Government was instructed to allocate more funds from the budget for implementing this plan of action.
The governors of the regions of the Russian Federation were advised to develop, in coordination with the Healthcare Ministry and Rospotrebnadzor, regional plans of action for preventing the spread of the new SARS-CoV-2 strain.
In addition, the Government of the Russian Federation in cooperation with regional executive government bodies was instructed to ensure an increase in the production of the main food products and to make them more affordable in the domestic market.
Instructions to the Government in conjunction with the Bank of Russia concern, in part, the drafting and implementation of a package of measures aimed at attracting and stimulating private investment in projects with positive environmental and social impact, including tax benefits, subsidies and state guarantees for companies and investors, as well as the introduction of certain amendments to the law to encourage long-term savings.
