The Government was instructed to allocate, in 2022, special-purpose social payments to medical and other staff of the healthcare providers involved in the diagnosis and treatment of COVID-19, workers who come in contact with confirmed COVID-19 cases and social workers of inpatient social service institutions.
The Government also received instructions to expedite the development of the regulation of ship-to-ship cargo loading and unloading.
The Government was instructed to update the reference guidelines on best available heat and electricity generation technologies based on burning fuel, considering the specifics of such technologies, for the territories that are participating in the experiment on setting quotas for hazardous emissions. If required, amendments must be made to the current legislation.
The Government and the State Duma are to amend the law on installing automatic emission control systems at the facilities subject to emission quotas in the residential areas and districts on the territories that are participating in the experiment on setting quotas for hazardous emissions. Another instruction was to introduce continuous state monitoring at the facilities subject to emission quotas, and to introduce administrative and financial liability for legal entities and private entrepreneurs operating the facilities subject to quotas, if they fail to comply with set emission quotas, including late compliance.
