Instructions to the Government concern creating scholarly research centres at higher education institutions and scientific research organisations in order to study the history of science and evolution of science and technology; providing researchers and faculty from universities and scientific organisations in the Donetsk People's Republic and Lugansk People's Republic, as well as Zaporozhye and Kherson regions, with access to an array of tools to support science, technology, innovation and higher education; and involving children and youth with disabilities in scientific research.
The instructions to the Government also concern forming a managerial staff reserve in scientific research, technology and higher education; providing psychological assistance and support to the public with an emphasis on refugees and forced migrants, including young children and teenagers; and addressing the consequences of post-traumatic stress disorder in military personnel and their families.
The Government was instructed to submit proposals concerning the creation of a professional holiday, Psychologist Day.
In addition, the instructions cover the creation of a repair and maintenance centre for high-tech scientific equipment at the Sirius University of Science and Technology, as well as the implementation of a set of measures to study dangerous natural phenomena, to conduct continuous seismic monitoring of seismic hazard areas and critical facilities and high-risk sites located in seismically active areas. The instructions also cover the implementation of projects to mitigate risks and alleviate the aftermath of natural and man-made emergencies on the Kamchatka Peninsula and Sakhalin Island.
The instruction to the Government and top officials of the constituent entities of the Russian Federation concerns an investment-related tax deduction for expenses involved in the production of scientific instruments and consumables, including reagents.
The federal Government in conjunction with the Government of the Yamalo-Nenets Autonomous Area, the Government of the Khanty-Mansiysk Autonomous Area – Yugra and the Russian Academy of Sciences was instructed to ensure the development and implementation of a comprehensive programme to restore the populations of muksun whitefish, white salmon and broad whitefish in the Ob-Irtysh fishery region.
In conjunction with the Ministry of Science and Higher Education, the Ministry of Industry and Trade was instructed to draft and implement a set of extra state support measures for higher education and research organisations that produce small batches of chemical products and to consider the viability of extending this practice to other sectors of the economy.
Regional executive authorities are encouraged to take part in implementing the Scientific Playgrounds project envisaged by the plan for holding Science and Technology Decade in Russia.
