The Government of the Russian Federation received instructions to consider issues related, in particular, to releasing legal entities and state officials from administrative liability that resulted from the supplier’s failure to fulfil contractual obligations due to sanctions and other restrictive measures; opportunity to replace, throughout the execution of the contract, goods originating from foreign countries or those produced with the use of foreign materials and components whose import to the Russian Federation is prohibited or restricted due to sanctions, with similar goods that meet the requirements; and development of a comprehensive programme for the advancement of the domestic engineering industry.
Instructions to the Government, with the participation of Delovaya Rossiya, concern, in particular, efforts to support domestic manufacturers of computers and telecommunications equipment and introduce restrictions on imports to Russia of certain groups of chemical plant protection products. Instructions also include analysing migration legislation to identify barriers to the entry of foreign investors and highly qualified professionals to the Russian Federation as well as during their stay and work in the country. The Government was instructed to introduce amendments to legislation to simplify procedures for issuing visas and work permits, based on the analysis results.
The Government, together with leading public associations of entrepreneurs, was instructed to submit proposals for organising a five-year programme for constructive entrepreneurial activity in the Russian Federation.
The Government, together with the Bank of Russia, was instructed to extend, for 2024–2025, the moratorium on holding residents liable for failure to comply with requirements of currency legislation that occurred due to restrictive measures against Russian citizens or Russian legal entities applied by foreign states, state associations and state (interstate) institutions that take unfriendly actions against the Russian Federation.
The Government, together with the Delovaya Rossiya national public organisation, was instructed, in particular, to submit proposals on adjusting approaches to currency regulation and currency control, with due account for the changed foreign policy and foreign economic developments.
A number of instructions concern the procedure for branding jewellery and other products made of precious metals and gems that have identification markings and are intended for export to non-members of the EAEU, as well as reducing the administrative burden on organisations and individual entrepreneurs that sell jewellery and other products made of silver, concerning, in part, compliance with requirements of Russian legislation on preventing money laundering and funding of terrorism.
Separate instructions were issued to the Ministry of Industry and Trade, Ministry of Healthcare, Ministry of Economic Development, Agency for Strategic Initiatives to Promote New Projects, Russian Union of Industrialists and Entrepreneurs, Opora Russia public association for small and medium-sized businesses, Russian Chamber of Commerce and Industry, and VEB.RF State Development Corporation.
It was recommended that the Delovaya Rossiya National Public Organisation submit proposals for introducing amendments to the criminal and criminal procedure legislation in the economic domain to reduce excessive pressure on business, as well as improve crime reporting in this sphere.
