Instructions to the Government of the Russian Federation along with the Agency for Strategic Initiatives (ASI) concern efforts to develop active tourism, including creating tourism clubs at educational institutions in order to involve students in active types of recreation; measures to promote and encourage employment, including for temporary work, for full-time students aged 14–24 and provide benefits for employers giving jobs to such students; simplifying forms of reporting for charity, volunteer and socially-oriented organisations and expanding the types of goods whose purchase is subject to environmental requirements.

The Government, together with ASI, was also instructed to present proposals on drafting and implementing regional projects to create multi-functional cultural, leisure and educational space at public libraries and lifting restrictions on hiring students of secondary vocational schools and universities by companies involved in high-tech manufacturing.
Instructions to the Government of the Russian Federation, together with ASI and regional executive bodies, concern the implementation of initiative projects to improve public spaces, restore, reconstruct and repair buildings and structures and provide financial support for such projects.
The Government of the Russian Federation, together with the State Duma, were instructed to adopt legislative amendments aimed at creating a national system of tourist paths and also stipulating the conditions of their creation and use and the establishment of related service facilities.
Instructions to the Government of the Russian Federation, together with the Russian Environmental Operator, a company creating a comprehensive system for solid municipal waste treatment, and with ASI’s participation, concern support for the introduction and scaling of technology for the production of goods from recyclables and the disposal of waste via the manufacture of new products, including assistance in receiving the necessary patents and measures to encourage demand for such products, information and consultative assistance and also support for the production of goods from recyclables as well as for processing, disposal and burial of solid municipal waste.
In addition, instructions to the Government with ASI’s participation include streamlining the use of lands to enhance the efficiency of agricultural production and implement additional government support measures aimed at expanding the use of modern land cultivation technology. Another instruction concerns the need to expand the production of transport vehicles for people with disabilities.
To create the conditions for integrating facilities and territories of historical and cultural value into tourism infrastructure, ASI, along with the Government of the Russian Federation, the Russian Military Historical Society and the Higher School of Economics National Research University were instructed to review the possibility of creating a platform to inform the public about historical and cultural events (including historical and re-enactment festivals) and historical and tourist programmes as well as to discuss participation of volunteers in historical expeditions.
The Roscosmos State Corporation along with ASI was instructed to discuss the development of space vehicles functioning in extremely low orbits (up to 200km) and the production of prototypes for testing. They were also instructed to determine after the tests the expediency of developing a separate programme for working in extremely low orbits by assessing the required scale of such programme and sources for its funding.
Regional executive bodies with ASI’s participation were advised to develop a regional programme to support and promote local brands and ensure the programme’s implementation on an ongoing basis.
