The Federal Law denounces the Framework Convention for the Protection of National Minorities, signed on behalf of the Russian Federation in Strasbourg on February 28, 1996, and ratified by the Russian Federation on June 18, 1998.
A Council of Europe Committee of Ministers resolution of September 27, 2022, substantially limited the powers of the Russian expert on the Advisory Committee which was established to monitor the implementation by the states parties to the Framework Convention of their obligations in the protection of national minorities.
Moreover, the Russian Federation has been denied the opportunity to participate in elaboratnig resolutions on issues of concern and to monitor, at the international level, violations of the rights of national minorities, primarily of the Russian-speaking population abroad, within the framework of that monitoring mechanism.
In view of the fact that termination of participation in this international treaty would avoid discriminatory treatment of the Russian Federation within the framework of this Council of Europe monitoring mechanism and would not prejudice the observance of the rights of national minorities, it is resolved to denounce the Framework Convention.
In accordance with Federal Law No. 101-FZ of July 15, 1995, On International Treaties of the Russian Federation, the bill to denounce the Framework Convention, which was ratified by Federal Law No. 84-FZ of June 18, 1998, shall be adopted in the form of a federal act.
