The Government of the Russian Federation, with the participation of Russian Railways, Sberbank of Russia and interested executive government bodies of the constituent entities of the Russian Federation, was instructed to make decisions needed for implementing the construction project of Moscow–St Petersburg high-speed railway, proceeding from a number of general terms.
These terms provide, in part, for the allocation in 2025 of funds from the National Welfare Fund for granting loans to build transport infrastructure facilities required for the project; the provision in 2024–2028 of a capital grant from the federal budget to purchase the necessary plots of land for the construction of transport infrastructure facilities; co-financing of this project from the funds of the regions in which the construction is planned. The terms also concern mutual commitments of the concession grantor and the concession owner.
A number of instructions to the Government of the Russian Federation implies participation in their implementation of the VEB.RF State Development Corporation, executive government bodies of the Russian Federation constituent entities on the territory of which the construction of the high-speed railway is planned (Moscow, St Petersburg, the Moscow, Leningrad, Novgorod and Tver regions), Russian Railways and the Bank of Russia.
