The Government of the Russian Federation, together with the Presidential Executive Office, has been instructed to allocate the necessary funding and ensure that the following international youth events are held in the Russian Federation:
- World Youth Festival every six years, starting in 2030 (number of participants: up to 20,000 people).
- International Youth Festival every six years, starting in 2027 (number of participants: up to 10,000 people).
- annual international thematic youth gatherings (number of participants: up to 2,000 people).
The Government of the Russian Federation and the Presidential Executive Office have been instructed, in particular, to promote international youth sessions as part of youth and other events held in Russia; include events held together with participants in the World Youth Festival 2024 in the agenda of the BRICS Youth Summit 2024, to be held in the Ulyanovsk Region; establish a competition for grants for foreign citizens and legal entities to support socially significant projects in the humanitarian field; expand the New Generation programme of short-term study trips to Russia for young representatives of political, social, scientific and business circles of foreign countries, increasing funding for this programme and establishing new age limits for its participants from 14 to 40 years.
The Russian Federation Government together with the Presidential Executive Office have been instructed, together with the administration of the Sirius federal territory and the Talent and Success Educational Foundation, on the development of Sirius, including in order to expand possibilities to hold the World Youth Festival.
The Russian Federation Government together with the Presidential Executive Office and the Movement of the First Russian public-and-state movement have been instructed to ensure the creation of an international association of children’s organisations.
