The Federal Law denounced the Agreement between the Government of the Russian Federation and the Cabinet of Ministers of Ukraine on the establishment and terms of operation of information and cultural centres signed in Moscow on February 27, 1998.
The agreement provided for the establishment of the Russian Science and Culture Centre in Kiev and the Ukrainian Culture Centre in Moscow.
Since 2014, the Russian Science and Culture Centre faced significant challenges. In particular, it was attacked by nationalist groups and was forced to cease operations in 2021.
In accordance with Article 2 of the Agreement, the operations of the Russian Science and Culture Centre and of the National Cultural Centre of Ukraine are to be supervised by the respective heads of diplomatic missions.
After Kiev terminated diplomatic relations with Russia and the personnel of Ukrainian offices left Russia, such supervision became objectively impossible, and the Ukrainian Cultural Centre suspended its operations.
