The Executive Order has been issued to protect the fundamental human rights and freedoms and support individuals who made a free choice in favour of spiritual, cultural and legal ties with the Russian Federation, and in accordance with Federal Law No 114-FZ, On the Procedure for Exit From and Entry Into the Russian Federation, of August 15, 1996, and Federal Law No 115-FZ, On the Legal Status of Foreign Citizens in the Russian Federation, of July 25, 2002.
Under the Executive Order, the right to apply for a temporary residence permit without taking into account the quota approved by the Russian Government and without submitting a document confirming proficiency in the Russian language and knowledge of the history and fundamentals of Russian legislation is granted to foreign citizens and stateless persons who have expressed a desire to move to the Russian Federation from the countries of their citizenship or permanent residence due to their rejection of the policy implemented by these states that imposes destructive neoliberal ideological attitudes that contradict traditional Russian spiritual and moral values, as provided for in the Fundamentals of State Policy for the Preservation and Strengthening of Traditional Russian Spiritual and Moral Values.
The list of foreign countries implementing a policy that imposes destructive neoliberal ideological attitudes that contradict traditional Russian spiritual and moral values is approved by the Russian Government upon submission by the Foreign Ministry.
Corresponding instructions have been given to the Russian Government, the Foreign Ministry and the Interior Ministry.
