The Government of the Russian Federation, together with the executive bodies of the Belgorod, Bryansk and Kursk regions, received instructions to ensure federal funding for territorial defence units, as well as provide for carrying out inter-budgetary transfers from the federal budget to the Belgorod, Bryansk and Kursk regions in order to offset the damage suffered by manufacturing and agricultural enterprises during the counter-terrorist operation in these regions, as well as the shelling of these territories by Ukrainian armed groups, and terrorist attacks.
The instructions include assessing whether the Belgorod, Bryansk and Kursk regions require any additional specialised transport, as well as matters relating to education in secondary and pre-school educational institutions, including remotely, for children who were evacuated within or beyond the affected territories to other regions of Russia.
Instructions also deal with the provision of one-time payments to people affected by this emergency without requiring them to submit applications; the restoration of housing in the Belgorod, Bryansk and Kursk regions and the construction of new housing to replace the destroyed buildings; enabling the evacuated students from vocational colleges and higher education institutions to continue their studies; preparing for the heating season; and assisting the evacuees from these territories in finding employment.
The President instructed the Government of the Russian Federation, together with the regional executive bodies, to ensure uninterrupted access to mobile telephone communications and the internet in the Belgorod, Bryansk and Kursk regions, including for offering remote learning opportunities at general education institutions.
The Government of the Russian Federation received instructions on devising a specific operating mode for carrying out national projects and state programmes within the territories affected by the counter-terrorist operation.
