The law, which was drafted following a presidential instruction of May 8, 2010, amends the Federal Law On Facilitating Housing Construction Development.
Under the law, the Federal Fund for Facilitating Housing Construction Development may by a decision of the President transfer free of cost parcels of land in its possession, along with the real estate located on them, to the ownership of legal entities designated by the Government.
This was the first law to come into force of a package of draft laws drawn up by the government on instructions from the President as part of the efforts to establish the Skolkovo innovation centre.
