The telegram reads, in part:
“One of the priorities in Russia’s foreign policy is promoting mutually beneficial and constructive political, economic, humanitarian, and other ties with Poland.
Having lived together through a hard period and tragic events, we supported each other and this mutual support should become a solid foundation for shaping a policy of progressive expansion of our partnership in the spirit of good neighbourliness. I am confident that this approach will meet the long-term interests of our countries and our peoples.
I am ready for further joint efforts and a systematic dialogue aimed at broadening the comprehensive cooperation between Russia and Poland and strengthening stability and security in Europe.
Mr President, I wish you good health and success as head of state, and I wish prosperity and happiness for all the Polish people.”
