The meeting addressed many current issues regarding the implementation of the national anti-corruption policy and prospects for its improvement.
Accounts Chamber Chairman Sergei Stepashin gave a report outlining suggestions on organising training for NGO members participating in the implementation of anti-corruption measures and for independent experts certified to carry out anti-corruption expert assessments of regulatory acts and their drafts.
Based on the discussion of this issue, a decision was made to implement a series of measures to organise targeted training for these categories of citizens.
The Ministry of Healthcare and Social Development presented a draft Model Code of Ethics and Professional Conduct for Civil Servants of the Russian Federation, which the Council presidium approved in general as a model for developing codes of conduct for civil servants and municipal employees. The Ministry was instructed to refine it based on the discussion. The Model Code of Ethics and Professional Conduct for Civil Servants of the Russian Federation is to be approved at the Anti-Corruption Council meeting.
The draft Model Code has been published on the Ministry of Healthcare and Social Development website and the Federal Management Personnel Web Portal.
Also, measures to monitor the implementation of the National Anti-Corruption Plan were addressed at the Council presidium meeting during a speech by Presidential Aide and Head of the Control Directorate Konstantin Chuychenko. Presidential Aide Oleg Markov spoke about measures proposed by the corresponding working group regarding implementation by Russia of the UN Convention Against Corruption.
Following the discussions, the Council presidium issued specific instructions for implementing anti-corruption measures.
