The Federal Law introduces amendments to the Housing Code of the Russian Federation, Federal Laws On Veterans, On State Regulation of Electricity and Heat Tariffs in the Russian Federation, On General Principles of Local Self-Government in the Russian Federation, On Regulation of Tariffs of Public Utility Complex Organisations, On Amendments to the Federal Law On Regulation of Tariffs of Public Utility Complex Organisations and Certain Legislative Acts of the Russian Federation, On Amendments to Certain Legislative Acts of the Russian Federation in Connection with the Improvement of Delineation of Authority, and On Energy Saving and Enhancing Energy Efficiency and on Amendments to Certain Legislative Acts of the Russian Federation aimed at transferring the responsibility for establishing utilities consumption rates and setting tariffs for products and services provided by public utility complex organisations from local government bodies to government bodies of the Russian Federation.
The Federal Law addresses the issues involved in setting the maximum rate increases for housing and utilities, and establishes a nationwide information system that allows for rapid collection and processing of information about tariffs and mark-ups set by public utility complex organisations and the utilities consumption rates, and defines the authority of the Government of the Russian Federation in the housing sphere.
In addition, the Federal Law introduces amendments to the Code of Administrative Offences in the part related to administrative liability for the failure to submit information or knowingly submitting false information to the government body responsible for setting tariffs.
