The message reads, in part:
“Russia respects the choice of neutrality status that your country made 15 years ago, motivated by a desire to build interstate relations on the principles of good-neighbourliness, equality, and consideration of mutual interests.
Turkmenistan’s permanent neutrality, which has been declared in a special resolution by the United Nations General Assembly, plays a big part in ensuring stability, security, and sustainable development in Central Asia, and strengthens international cooperation.
This assessment was reaffirmed at the talks that took place during my visit to hospitable Turkmenistan on October 21–22, 2010. I am sure that by implementing the agreements we reached we will further promote the friendship between our countries, expand our trade, economic and investment ties, and keep developing our constructive and equal cooperation on the international stage.”
