Instructions following a meeting on the 2013 harvest

Vladimir Putin signed a list of instructions following a meeting on the 2013 harvest on September 17, 2013.

The instructions to the Government concern the state programme for developing agriculture and regulating agricultural products, raw materials and foodstuffs markets over the 2013–2020 period and aim to ensure the programme remains balanced as adjustments are made in connection with the need to subsidise some of the agricultural sector producers’ and businesses’ costs and increase subsidies to businesses in the sector for leasing fees for Russian-made farm equipment.

Together with representatives from the Russian Grain Union and the Russian Agro-Industrial Union, the Government has been instructed to draft proposals for improving schemes for insuring agricultural crop harvests.

Together with Rosselkhozbank and Rosagroleasing, the Government has been instructed to decide on extending loans accorded to agricultural sector businesses hit by the serious flooding in the Far East. 

The Economic Development Ministry has been instructed to analyse the causes of difficulties Russian-made farm equipment faces in getting access to foreign markets, including the markets in Belarus, Turkmenistan and Uzbekistan, and draft measures for promoting Russian-made equipment abroad.
