The instructions have been issued to the Government Cabinet, the Security Council, and the Presidential Executive Office.
Mr Medvedev gave instructions to draft amendments to Russian Federation laws on ensuring electoral rights, improving the work of political parties and local self-government, and developing the court system.
Instructions aimed at developing federalism in Russia concern social and economic matters, support for different ethnic cultures, and optimising the federal authorities’ system of regional bodies.
The President also gave the order to draw up and implement a programme to establish and train a pool of management personnel.
Separate instructions have been issued on education, healthcare, pension provisions, and optimizing migration, both domestic and from outside.
In the area of international affairs, the President’s instructions concern Russia’s policy in the Commonwealth of Independent States, Russian-American relations, Russia’s initiative to draft a new treaty on European security, issues related to international law, and also the plans to establish an international financial centre in Russia and develop the Russian rouble’s role as one of the currencies used in international settlements.
