Instructions to the Government concern, in particular, state housing certificates issued to Russian citizens who have lost their housing as a result of emergencies, natural disasters or terrorist acts.
The instructions also deal with professional standards, including the adoption in 2014 of at least 400 professional standards.
The Government was also instructed to make sure that in drafting the federal law on the federal budget for 2015 and the planning period of 2016–2017, subsidies are allocated to compensate for the costs incurred in connection with the loans provided to foreign buyers of Russian high-tech products based on indicators set forth in the Support of Access to Foreign Markets and Export Support programme.
The Government, together with the State Corporation Bank for Development and Foreign Economic Affairs and open joint-stock company Russian Agency for Export Credit and Investment, were instructed to create a single lending and insurance export support centre on the basis of the above joint-stock company, with transfer to it of 100 percent of shares in the closed joint-stock company State Specialised Russian Export-Import Bank.
