The Government has been instructed, in particular, to make federal budget loans available over the course of the year to finance regional budgets’ deficits and organise subsidies to the regions to partially compensate for the costs of raising public sector wages and for financing measures to help balance regional budgets.
In the interests of social justice, the Government has also been instructed to make amendments to the laws to improve social support measures for people, based on the principles of targeted assistance and genuine need.
The Government and the regional authorities have been instructed to ensure representation of members of the State Council advisory commission on the Government Commission for Economic Development and Integration, and to draft proposals on expanding the regions’ powers regarding production and trade of ethyl alcohol and products containing spirits and alcohol.
The Government and the Central Bank have been jointly instructed to draft proposals on establishing a new mechanism for refinancing banks using loans made to the regions under special conditions at a preferential interest rate.
The regional executive authorities have been recommended to take exhaustive measures to reduce regional and local budget deficits in 2015 and to ensure unconditional implementation of regional targeted programmes to resettle people living in dilapidated housing.
