The Government of the Russian Federation received instructions to draft a Federal Law for submission to the State Duma for consideration. The law is to set the legal basis for the activity of professional sports clubs and establish priority areas of professional sports development, primarily to ensure training for Russian national teams. In particular, the draft law is to clarify the rules regarding the allocation of budget funds to professional sports clubs and establish the obligation of professional sports clubs to promote sports among children and young people.
The Government is also to submit proposals amending the legislation of the Russian Federation pertaining, in particular, to budget funding of medical and medical-biological support, including medical rehabilitation, for members of Russian national teams and insurance for such athletes against accidents occurring during official sports events.
Jointly with regional authorities, the Government is to develop an action plan to achieve the import replacement of equipment and gear at sports facilities in the Russian Federation that are under construction or renovation and to ensure its implementation.
Instructions to the Government also deal with the creation of a mandatory nationwide public sports television channel.
The Government is to prepare and hold in November 2015 another meeting of the Presidential Council for the Development of Physical Culture and Sport dedicated to the development of football and sports infrastructure in the Russian Federation ahead of the 2018 FIFA World Cup.
