The Government of the Russian Federation is instructed to develop a draft federal law amending Federal Law On The Fundamental Principles of Tourist Activities in the Russian Federation aimed at developing domestic and inbound tourism and to submit it to the State Duma.
In addition, instructions to the Government concern expanding the list of seaports that provide foreign tourists with access to the Russian Federation; introducing a single federal registry of travel agents; creating procedures for foreign citizens to enter and exit the Russian Federation for major international sports, cultural, scientific and business events; simplifying the visa regime for foreign tourists and examining the possibility of visa-free entry for foreign tourists from BRICS nations, as well as other countries on a list approved by the Government of the Russian Federation.
In particular, the instructions also concern creating a Coordinating Council within the Government to develop domestic and inbound tourism; developing sea and river cruise tourism, including in regions on the northern and far eastern coasts of Russia; promoting Russian tourist products within Russian and foreign media and at international tourist expos and fairs; and providing grant support for the best projects in inbound and domestic tourism.
The Government is also instructed to present proposals to organise retail sales of wine produced in Russia from grapes grown on Russian territory at specialised fairs, exhibitions and festivals.
Individual instructions concerning the development of tourism and the resort complex are given to the Government jointly with Russian regional executive government agencies.
Executive government agencies in the Russian regions are encouraged to develop measures to create a comfortable environment for tourism, including for persons with disabilities and the elderly.
