Instructions to the Government of the Russian Federation concern, in part, federal budget appropriations for implementing in 2016 the Russian Federation’s Healthcare Development state programme, circulation of pharmaceuticals and their prices, state guarantees for providing free medical assistance to citizens, social support for medical workers moving to work in rural areas or small towns, increased control over the fulfilment by medical insurance organisations of their duties within the mandatory medical insurance system, as well as introducing administrative liability for failure to comply, and limitation of advertising and marketing of medical products.
Instructions to the Government jointly with regional executive agencies concern, in part, financing of emergency medical care from regional budgets, attracting healthcare experts to work in rural areas and providing them with service housing, staffing for the healthcare system and assessing the needs in specific specialists, state assignment for higher medical education institutions and medical colleges and additional financing for them.
Recommendations were given to the highest officials in the Russian regions concerning, in part, the organisation in the Russian constituent entities of “hotlines” on the availability and quality of free medical assistance, elimination of existing disparities in pay for managers and key personnel at medical organisations, improving transport support for medical organisations and ensuring that the ambulance fleet meets Russia’s national automotive ambulance standards.
The Government has been instructed to determine the procedures for cooperating with the Russian Popular Front to fulfil these instructions.
