The Government of the Russian Federation has been instructed to ensure the adoption of legislative amendments concerning, in part, financing high-tech medical care in 2016; withdrawal of agricultural lands from owners who do not use them as intended and subsequent sale of such lands through auctions; extension of the Federal Law On Additional Measures of State Support for Families with Children until December 31, 2018 with a possibility of extending it further; providing presidential grants for socially-oriented non-profit organisations working in the social sector, including in small towns and rural areas.
The Government has also been instructed to ensure execution of the federal budget for 2016 with a deficit not exceeding 3% of GDP (excluding the funds directed toward the financial recovery of the Bank for Development and Foreign Economic Affairs [Vnesheconombank]); to include corresponding sub-programmes to support exports, particularly non-oil exports, in the Russian Federation’s Development of Industry and Increasing its Competitiveness government programme and State Programme for the Development of Agriculture and Regulation of Agricultural Products, Raw Materials and Food Products Markets for 2013–2020; provide 20 billion rubles in capitalisation for the Industrial Development Fund using funding earmarked in the 2016 federal budget for implementing additional measures to support sectors of the economy.
Instructions to the Government concern, among other things, the creation of a special office to support the most significant social and economic projects; optimisation of the composition and functions of development institutes by means of creating a limited list of activity priorities that would include the development and technological upgrading of the economy, support for import replacement and export, housing construction and regional development; assistance in the creation of major private Russian companies operating in electronic trade to expand the sale of Russian goods on international markets; the work of medical insurance organisations operating within the compulsory medical insurance system; support for ‘Young Professionals’ professional national championships within the WorldSkills Russia movement, and a number of other economic and social matters.
The Government has also been instructed to arrange together with other Eurasian Economic Union member states consultations with the governments of the Shanghai Cooperation Organisation and the Association of Southeast Asian Nations, including the newly adopted members of the above organisations, on creating an economic partnership that would cover such areas as protection of capital investment, optimisation of cross-border movement of goods, joint development of technical standards for goods of the next technological generation, and mutual access to services and capital markets.
Instructions to the Government jointly with regional government bodies concern, among other things, access for non-profit organisations operating in the social sphere to budget funds allocated for the provision of social services to the population.
Instructions to the Government together with the autonomous non-profit organisation Agency for Strategic Initiatives to Promote New Projects and leading business unions deal with monitoring the application in the Russian regions of regulatory legal acts adopted to implement the ‘roadmaps’ developed within the framework of the national business initiative to improve the investment climate in Russia.
Individual instructions were issued to the Government together with the Central Bank, with the Delovaya Rossiya national public organisation and with the leading business unions.
Instructions to the Government together with the Russian Academy of Sciences and with the participation of the Federal Agency for Scientific Organisations concern the creation of national seed and breeding stock, plant and animal protection means to ensure the production in Russia of competitive agricultural produce, as well as the creation of production, storage and processing technologies for this produce.
The Presidential Executive Office jointly with the Supreme Court has been instructed to draft and present proposals regarding amendments to the Russian legislation to increase the number of crimes subject to trial by jury and reduce the number of people on a jury while retaining its independence in decision-making.
The Supreme Court has been recommended to submit to the State Duma a draft Federal Law On Amendments to the Criminal Code of the Russian Federation and the Criminal Procedure Code of the Russian Federation to Improve Grounds and Procedure for Relief from Criminal Responsibility.
