Instructions following evaluation of effectiveness of measures to accelerate import replacement in the automotive industry

Vladimir Putin signed a list of instructions drafted following evaluation of the effectiveness of measures to accelerate the import replacement process for priority and essential products and technology in the automotive industry.

The Government was instructed to draft and approve a strategy for developing the automotive industry and production of components through to 2025, with the aim of replacing imported products and technology. The strategy will include:

forecasts of the market outlook and export prospects for automotive industry goods that will guarantee the industry’s competitiveness and take current economic trends into account (state and municipal bodies’ needs for ensuring passenger and freight transport should be a particular focus);

priority directions for developing Russia’s automotive industry and designing new vehicle models, taking into account the global trend towards mass production of electric vehicles;

support mechanisms for developing the automotive industry, including measures to increase export volumes and increase the share of locally-made vehicles by companies with state participation and natural monopoly actors;

measures to develop production of automotive industry components and localise automotive production on Russian territory;

linking measures to develop the automotive industry and components production to measures to advance related industrial sectors, including the metals sector, chemicals sector and electrical technology.

The Government was also instructed to make the necessary changes to the Automotive Industry sub-programme of the state programme Development of Industry and Increasing its Competitiveness.

Other instructions to the Government concern competitiveness of Russian vehicle components, forming the legal framework for upgrading vehicle fleets, state support for automotive industry organisations depending on the degree of localisation of their products, and registration in Russia of rights to the results of research and technological work.
