Instructions following First Russian Internet Economy forum

Vladimir Putin signed a list of instructions following a meeting with participants in the First Russian Internet Economyforum, held on December 22, 2015.

Instructions were issued to multiple ministries and departments, federal executive agencies, the Institute for Internet Development and several other organisations.

The instructions concern legislative amendments aimed at ensuring priority for Russian software and equipment when making procurements, as well as equal conditions for carrying out business using the Internet by companies in Russia.

The instructions also address extending the duration of decreased insurance premium rates for Russian companies working in the field of information technology; implementing Russian industrial Internet technologies and creating the necessary regulatory legal framework; and drawing up a list of promising information and communication technologies for project selection by development institutions.

In addition, the President’s instructions call for the creation of a state certification system for electronic educational materials and electronic educational programmes for use in the education sector.

The Federal Security Service, Prosecutor General’s Office, Justice Ministry, Communications and Mass Media Ministry, the Federal Service for Supervision of Communications, Information Technology and Mass Media, and the Federal Agency for Ethnic Affairs are instructed jointly with relevant federal executive agencies to present proposals on organising work to monitor information threats on the Internet.

The instructions also concern regulating data processing for Russian citizens on the Internet, introducing common approaches to verifying information provided for banking services, including online, requirements for encrypting data transferred across communication networks and the responsibility for their violation.

The instructions also stipulate measures to increase the quality of state and municipal services provided electronically.
