The Government of the Russian Federation is instructed to submit a draft federal law to the State Duma on regulating relations with regard to conducting an independent assessment of professional qualifications.
The Government is also instructed to designate the status of a directory of new professions, procedures and frequency of updates to the directory, and to establish the National Agency for Qualification Development autonomous non-profit organisation within Russian legislation as the main centre for professional training, retraining and advanced training for personnel.
The Government is instructed jointly with the President of the Russian Federation’s National Council for Professional Qualifications to oversee efforts to educate employers on issues related to the application of professional standards.
