The Russian Government has been instructed to develop a set of social support measures for certain population groups (based on a needs basis), designed primarily to compensate for housing maintenance and utility costs, public transport costs and the procurement of food and basic necessities.
The Government has also been entrusted with analysing the effectiveness of investment-related spending made through federal budget appropriations, including with a view to creating and developing special economic zones, as well as making proposals regarding the optimisation of such spending.
In addition, the instructions concern the relocation of citizens from buildings deemed unsafe for human occupancy and the implementation of the Acquisition of Rolling Stock investment project, taking into account the need to utilise the production capacities of Russian locomotive manufacturers.
In drafting a targeted scenario for the socioeconomic development of the Russian Federation for 2017 and for the planned period of 2018 and 2019, the Government, in conjunction with the Bank of Russia, has been directed to pay special attention to the need to substantiate economic growth factors in connection with economic policy implementation measures, as well as budgetary constraints.
