The Russian Government was instructed to update the sub-programme for expanding the rare earth metals industry, which is part of the Russian Federation state programme to develop industry and improve its competitiveness, taking into consideration market fluctuations and the development of the production of rare and rare earth metals in the Russian Federation, and to take measures to expand the sphere of use of the above domestically-produced metals in industry.
The instructions concern, specifically, attracting financial resources for investment projects to expand the production of rare and rare earth metals; creating a competence centre for separating rare earth metals in order to expand production and consumption; cutting the tax rate on mining rare and rare earth metals; and the training of engineers in the field of rare and rare earth metals.
The Government, in conjunction with the National Research Centre Kurchatov Institute and Rosatom State Nuclear Energy Corporation, was also instructed to submit proposals on the prospects of using thorium.
In conjunction with the Ministry of Industry and Trade, Vnesheconombank was instructed to prepare a list of promising projects ensuring the introduction of technologies obtained as part of the first phase of the sub-programme to expand the rare and rare earth metals industry, which may be funded with Vnesheconombank’s financial resources.
