The Government has been instructed, in particular, to amend the law to raise liability for breaches of veterinary laws that lead to outbreaks and spread of infectious livestock diseases and to draft and implement an action plan to prevent the entry and spread in Russia of African swine fever.
Another instruction to the Government jointly with senior regional officials concerns the regional authorities’ liability for failure to provide state support to agribusiness organisations as part of investment projects’ implementation.
Instructions to the Agriculture Ministry concern state support for developing dairy and meat production in the central non-black earth regions, developing flax cultivation and sheep farming, state support for agricultural producers through the 2013–2020 State Agricultural Development Programme, and agrochemical work to enrich soil fertility, irrigation and other land improvement measures.
The Agriculture Ministry and the joint-stock company Rosagroleasing have been instructed to draft proposals for bolstering state support for agricultural goods producers in purchasing or leasing to them of livestock of specialised meat-producing breeds raised in Russia.
The Agriculture Ministry, the Economic Development Ministry and the Finance Ministry have been instructed to jointly draft and send to the regions methodological recommendations on drafting agricultural development programmes.
