The Government of the Russian Federation is to devise a strategy for the development of the country’s spa and resort facilities and draft legislative changes introducing, in particular, the tourist tax to be channeled towards the development of the spa and resort industry. The Federal Tourism Agency is to be authorised to promote the services of the Russian spa and resort industry in the domestic and international tourism markets.
The Government is to develop policies to inform healthcare institutions, Russian and foreign citizens and other interested parties about the possibilities of Russian spa and resort facilities, and to consider the possibility of creating priority development areas at national resorts.
The Government, together with regional executive authorities, is to develop an action plan to attract private investment for the development of the Russian spa and resort industry, including through public-private partnership arrangements and to submit proposals on creating a system for evaluating (categorising) spa facilities depending on the level of medical and other services they provide.
