The Government was instructed to ensure regular assessment of the Russian regions’ progress towards reorganising public and municipal services as a one-stop shop at the integrated government service centres, taking into account people’s feedback on the services’ quality.
The Government was instructed to ensure the completion of steps for the organisation of the service to issue foreign travel passports to citizens of the Russian Federation containing an electronic carrier at integrated government service centres, with due account of the necessary technical requirements for the equipment and premises.
The instructions to the Labour and Social Protection Ministry, the Healthcare Ministry, the Education and Science Ministry, the Culture Ministry of, and the Finance Ministry include monitoring the results of the independent evaluation of the quality of services delivered by public service agencies.
The heads of higher executive authorities of Russian regions are to ensure, by the end of 2017, the independent evaluation of 100 percent of public service agencies, compliance with uniform methods and requirements established by the legislation for such evaluation, and the adoption of appropriate decisions based on the evaluation results. They are to organise customer evaluation of the quality of public services provided through the integrated government service centres and submit the evaluation data to the public services quality monitoring system.
Appropriate instructions have been given to the presidential envoys to the federal districts.
The Government is to submit a report on the progress made in improving the business environment, small and medium-sized business development, and support of sole business proprietors.
