The Government of the Russian Federation has been instructed to make legislative amendments related in particular to extending the term of the state corporation Fund for Promoting Housing and Utilities Reform until January 1, 2019; various aspects of conducting an independent appraisal of the quality of services provided by social sector organisations; the procedure for overseeing the execution of decisions made as a result of independent assessment; the liability of heads of organisations in the social sector for failure to respond to public comments in the course of independent assessments; and providing the most in-demand and socially important state services on an exterritorial basis at multifunctional centres for public and municipal service.
The Government has also been instructed to submit to the State Duma a draft federal law providing for the creation, from January 1, 2019, of permanent mechanisms for the relocation of citizens from unfit housing and to submit proposals on measures related to personal responsibility of top officials in the constituent entities for failure to meet the obligation to ensure the relocation of citizens from unfit housing within the established time frames.
Instructions to the Government jointly with regional executive bodies concern the provision of public services at multifunctional centres, in particular putting in place a centralised system of training personnel for these centres and providing financial support to these centres.
Separate instructions related to the relocation of citizens from unfit housing and the work of multifunctional centres were issued to the Prosecutor General’s Office and the Ministry of Economic Development.
