Instructions to the Government of the Russian Federation are related, in particular, to improving remuneration for young teachers; increasing budget allocations for regional road construction funds; providing land plots in the Far Eastern Federal District to Russian nationals; streamlining and overseeing operations of maintenance companies in the housing and utilities sector; timely removal of solid waste disposal sites and strengthening the responsibility of their operators.
The Presidential Control Directorate was instructed to carry out inspections in a number of regions on whether the rights of certain social categories were respected in terms of social assistance and benefits, housing and wages.
Separate instructions were issued to the Government of the Russian Federation together with the Government of the Murmansk Region, the Government of the Irkutsk Region and the Government of the Republic of Buryatia. Specifically, these instructions concern adjusting the boundaries of Lake Baikal water protection zone in order to provide for the essential needs of people living within the central environmental protection zone of Lake Baikal Natural Area.

The President instructed the Prosecutor General’s Office and the Accounts Chamber to audit budget spending on dealing with the consequences of wildfires in Trans-Baikal Territory in 2015 and May 2017 spring floods in Stavropol Territory.
The Prosecutor General’s Office and the Ministry of Natural Resources and Environment were instructed to make sure that Nakhodka Port complies with environment protection regulations, and submit proposals on amendments to Russian laws that may be needed in this connection.
Together with the Federal Service for Supervision of Natural Resources, the Prosecutor General’s Office was instructed to investigate the organisations responsible for the operation of the Balashikha solid waste disposal site.
The Defence Ministry and the relevant federal executive bodies were instructed to consider increasing the mandatory age for military service and submit proposals to this effect.
The Education and Science Ministry was instructed to submit proposals on ways to improve controls over school textbooks used in accredited educational programmes, update these manuals and prepare and introduce common core textbooks for these educational programmes.
Instructions for heads of Russian regions concern upgrading the skills and addressing the deficit of medical staff, as well as providing social support to medical workers.
The Government of the Moscow Region and the Ministry of Natural Resources and Environment were instructed to close down the Balashikha solid waste disposal site, liquidate it and ensure soil rehabilitation.
